SOCIETAL SECURITY IN THE BALTIC SEA REGION: THE RUSSIAN PERSPECTIVE

This study discusses whether the concept of societal security is embedded in Russian official and informal discourses as well strategic documents on national Baltic Sea region. Particularly, paper describes four paradigms international relations (neorealism, neoliberalism, globalism postpositivism) theoretical approaches to formulated them. On a practical plane, Russia managed develop — together with other regional players common approach understanding threats challenges These include uneven development, social gender inequalities, unemployment, poverty, manifestations intolerance, religious political extremism, separatism, large-scale migration, inconsistencies education systems, climate change, natural man-made catastrophes, transnational organized crime cybercrime, terrorism, so-called hybrid threats, etc. countries agreed that Council States should be proper institution implement strategy exemplified by 2030 Agenda Action Plan (2017).
